The pictures are difficult to tell. Looks like the angular "tank" of a number one cart riding in the frame of something else. Certainly is alot of frame work around/under the dump portion. I have a feeling it is home made. Could be pieces of multiple different carts put together.  But hey! If it works and it was F R E E? You win!
