No, pulse will be the same no matter where you pick it up from.
If the pulse is that weak, then the motor is shot. I doubt weak pulse is the issue.
Edit: I suppose there could be an issue with the vent valve. I'm not too familiar with the Onans. I've worked on them, but not much. Most all small engines have a reed valve. It could be a problem with it. I'd try pouring gas down the carb to get it to run a bit and see if it starting picking up fuel.

Thank you for your reply. This engine has 110 lbs comp on cyl # 1 and 105 comp on cyl # 2. I've been out of town the last 2 days and when I get back to the shop, I'll pour some gas in the carb and see what happens.
