On the 48", the center pulley is smaller to increase tip speed to (I'm guessing) be equal to the 54" deck.
I install the PTO belt around the pulleys before I roll the deck rearward to lock into position. No stretching required.

The numbers you gave are a little different than the parts book specifies, but yes.... there is quite a difference in size between the two. I imagine that the tip speed is the same between the two.
The way you install the belt is the correct way. Any other way is too difficult. I don't know why you would even try to put the belt on after locking the deck in place. Sometimes it's hard enough to get it to latch in place doing it the "right" way.
