All that #13 does is act as a "buffer" spring. It keeps the linkage all tight so that the engine doesn't surge because of worn linkage. It will run without it.
When it comes to governors and springs, no matter whether it's the governor spring, or a buffer spring, just any spring won't do. Take the one you found and go put it back on the shelf and order the correct one. Otherwise you may develop other issues, or even cause the governor to malfunction.
