Those bolts just hold the coil to the block. If it was loose, engaged or not, it would not cause a vibration. PLUS, it would screech and squeal because the PTO rotor would be hitting it, causing all kinds of noise and heat. The PTO rotating assembly is held on with the center bolt through the crank.
