The Solenoid " Has To Be" grounded. There needs to be a good ground connection between the Solenoid case (or housing) to the Battery negative terminal.
AS A TEST.....run a jumper wire from the negative ( - ) battery terminal and touch the solenoid (metal part) case. Tell us what happens..!!
