If the engine cranks with the starter, it IS TURNING OVER. It just isn't STARTING.
If it is getting spark, and won't run, you either are not getting fuel, or there is an internal problem in the engine. If you shot it with ether and it tried to run, then you likely aren't getting fuel. Take the carb off and disassemble it again. Blow air through all the passages and make sure they are clean. Remove the fuel tank and clean it out. Clean the sediment bowl on the tank and replace the gas line to the carb. Try it again.
