I have rebuilt many older Jeep steering boxes over the years.. the older ones did not have bearing cages.. the balls just floated.. the newer boxes did have a flimsy plastic cage. I have been told all the cage did was make it easier to assemble.. I'm pretty sure you don't have to have the cage. I have bought stuff from that guy before.. everything fit and worked well  Good luck with your project!
