That's a bit confusing..... The rod that goes between the handle and the lever up front? The one with the adjusting clevis on it? If so, that makes a bit more sense.... but it isn't necessary to remove that. You may have to loosen it to get the belt off, but not remove it.

I agree, some pics of the PTO would be helpful. Unless you know what style of PTO you have. Need to know if it has the brake style on it like it should, or if that has been changed out. Lets start with that.

Something else to look for, is if the basket pulley (the big pulley on the front that the PTO fits into) has moved back into the engine. There is a bolt of the bracket for the starter/generator (s/g for short) that the pulley will usually hit when it moves back. Look there to see if it's moved.
