Are you sure it is "flooding"? I have taken carbs apart and found the "baffle gasket" was not positioned correctly when the bowl was tightened down, it would then be distorted and leak.
As far as the "China clone" carbs, I have used three of them and all worked perfectly right out of the box. Almost cheaper than a carb kit although I don't know how long they will last.
