Notice the chair next to tractor in one on the pics? Maybe the seller was working on it.....taking the air cleaner off (sitting on deck) and trying to get the 1250 to run?
Aside from some key points DeltaCub points out, you need to go see it in the steel flesh. If it's not running, you could try turning over motor looking for spark, compression and quality of fuel supply.
I think $550 is too steep in the non running condition. It is still a little steep in good running condition, IMO!
