looked everything over and found that the one pully on the mule drive was all the way forward almost touching the front of the mule drive. I tightened the other side until they were even. If I am correct this is what puts tension on the drive belt. With it all the way forward I don't think there was much tension on the belt.

I think you found your problem. One of the Mule Drive Pulley's should be "spring loaded" applying constant tension.
