I was going to say that the 2182 has a liquid cooled Kubota WG600..... but I guess Tim figured it out.
I want to add, the reason you need to run a mower at full throttle has NOTHING to do with cooling.... but the efficiency of the deck. The vacuum on the deck is greatly reduced at lower speeds. The flywheel on an air cooled engine will sufficiently cool the engine at whatever speed it is running. I'm quite certain of that.
As far as your issue goes, you could have a few issues.
1.) There is still something blocking the main jet in the carb. I don't care if you've cleaned it before, it may have something in it. I've seen a small piece of rubber from a new fuel line plug a main jet. Personally, I always blow or flush fuel lines prior to install. But, even then, a small piece can come off during installation on the hose barb.
2.) You did not say you removed and flushed the tank, or removed and either cleaned or changed the fuel shut off fittings in the tank. These fittings are known to plug off, and the shape of the tank makes it difficult to thoroughly clean.
I suguest you pull the tank, and remove the shut off valves and clean or replace them (you'll need new grommets). I'd probably go ahead and take the carb apart again and check it out good. A new filter wouldn't be a bad idea. I'm betting the tank valves are plugged, or something is floating in the tank. Very common issue. Plugged fuel vents are almost unheard of. They have a pretty big vent, and honestly not a very well sealed one. They almost never plug.
