The flow is correct according to the arrow. The bowl flows well! The fuel cap vend is not clogged. I even tried to remove the cap to start it.The hose is brand new. The carb kit was installed new this weekend, including a new seat and needle.

I'm assuming your fuel cap is properly vented and the fuel lines are not deteriorated to the point they are adding trash. You mentioned an extra fuel filter--did you install it with the flow going the correct way, it should be marked. If all this checks out OK I'd look into getting a carb kit ,at least a needle and seat.
