Not likely. He stated in post 1 that it would only run at WOT, and wouldn't run at lower speeds.
I'm leaning toward that "overhaul" the PO did..... I'd say the motor is junk. Valves probably sticking and bad, crank may have been galded and the cylinder worn out.... but he just stuck a new rod and piston in it, said it was fixed and sold it. I think you have multiple problems. Could still have carb issues..... it's not hard to clean a carb. Doesn't take 3 tries to get it done. If you've been over it that many times and it still isn't working, either you have no idea what you are doing or looking for, or there isn't anything wrong with it.
I thought you said the guy who sold it to you was "looking for a carburetor" for it?? Not like those are hard to get. Tons of them on ebay. New ones for like $35. (Personally, I'd prefer the old carb, and just fix it if it has issues.)
