It will need bored. Doing a rebuild without boring is a waste of time and money. If it doesn't need bored, it doesn't need rebuilt.
I've bored several of those 7's to the large bore. You can even put the 8hp crank in them if the short stroke crank is bad, however, it is important to note that (at least some) of the 7hp motors don't have the notches in the bottom of the cylinder for the longer crank. You have to make the notches for it all to clear. Also, pay attention to the cam. When going to the longer stroke crank, make sure the cam is notched also or the rod will hit it.
