Interesting advice. I have never opened the distributor on one of these. I have not had another chance to mess with again. I had it running smooth at various RPM's. The flutter occurers when accelerating or decelerating. Still leads me to believe it's fuel. New fuel filter before the pump and all new lines to pump then the carb. Lines are showing their age. Great flow coming from tank though. There is wear on the governor arm and throttle control arm at the spring sites. Groove/ notches in both. I assume from vibration of loose spring. Only 9xx hours on this one.

I have not put the tester to any electric components but I did fix the loose negative cable clamp at the battery. Was only holding on by one strand of the twisted cable.
