Hooked up the scanner, and sure enough, the brake switch showed the pedal was pushed on the scanner. It's a separate part of the switch, so the brake lights work fine. Changed out the $15 switch, and now the cc locks as it should.

At least it wasn't you. My '91 C1500 was doing that, too... I was driving around in Drive. DUH!
