You have a "Voltage Drop"....!!!

I would "highly suggest" that you seriously look at the power that is feeding the Starter, both positive and negative (ground) connections.

All cables, connection points, and terminals have to be in good working condition, with no corrosion, rusted, corroded, burnt, or loose connection(s). All things needs to be clean, bright and tight.
