There should be a friction bushing in there too. It was almost gone on my 149 and the bolt was tightened all the way down. They are available from the sponsors. I'm cheap and didn't want to pay the shipping, so I wrapped electrical tape around the outside of the bushing to thicken it up and cranked er down as a temp fix. Seems to be ok 2 years later.
