Dude.... you are just not getting this test are you.
Put one lead from the meter on one of the stator wires, then put the other lead of the meter on the other stator wire. Stop putting one lead to ground!! That's not how you test AC voltage! One lead on each wire at the same time.

If you tested voltage at the center connector of the RR while it was unplugged, you'd better get battery voltage. That's where the wire runs to. You can't test RR output unless the harness is connected to it.
