With the above statements, my suggestion to you is to pull the PTO off the tractor. Then dismantle it and inspect it for any wear or damage. If you find bad parts, order in the necessary parts. Reassembly the clutch per the Service Manual and/or Instruction Sheet with Rebuild Kits. Once it is properly assembled and adjusted using the Gauge, re-install it on the tractor as per the Service Manual. Adjust the PTO Clutch Lever to where there is a slight gap between the Lever and the Button in the "on" position.
