Don't write it off yet. When I first got my 2185 running I had to do all of the adjustment several times due to PO "adjusting" things. I ran into the same thing that you just described which was solved by readjusting the throttle cable.
Just to be sure: you adjusted the governor counter clockwise wile holding the throttle lever at carb against the stop (wot) and re tightened it this way?
