Just to be sure: you adjusted the governor counter clockwise wile holding the throttle lever at carb against the stop (wot) and re tightened it this way?

Yes sir i even adjusted to three time to make sure i didn't mess up i printed the page and kept re reading it. If i feel the gov lever when it starts it doesn't even attempt to pull the throttle close it just goes WOT and stays even it the throttle is the idle position. I'm gonna pull the back plate off tomorrow and inspect the gear.
