Default Tinkering got the best of me

I got my cub up and running after a new carb. In fact it ran remarkably well but was puffing just a little smoke. Thought maybe carb needed a little tweaking and poof. It wouldn't run at all. I did happen to leave the ethanol fuel in the carb, instead of running it dry, but for only a few days. Carb is brand new and had about an hour of service before it started leaking. Took apart and cleaned jets put back together and now it will only run at half choke or full choke.

I want to confirm a few things on the governor too. Loosen bolt grab pin and turn full counterclockwise with throttle all the way up. Make sure the valve in carb is also open all the way and then tighten screw back down on gov shaft. Then adjust the throttle linkage so that it will connect up to throttle shaft and done? It did tension the spring a bit once I connect the throttle linkage to the throttle shaft but I suppose that's normal and would have nothing to do with my choke issue. I suspect it's still junk in carb/jets maybe? I've taken main jet out twice and sprayed with Brake Kleen and the compressed air.

I know these things are finicky. Hope I can get it straight soon. I am going to get some new tires I want to try out pretty soon!
