To start with, the "relief" valves you are describing (sending off) are for the Fwd./Reverse motion of the tractor, not the lift.
If you look in the manual of your tractor, the impliment "relief" will be pointed out to you.
It is a small spring/ball arrangement with selectable shims to to adjust pressures while the pressure gauge is observed.
You are possibly experiencing a lift cyl that is blowing by the "O" ring seal on the piston.
Most cylinders are rebuildable but some have to be cut apart on a lathe and rewelded after new seals are installed.
That said, your pressure
gauge should give you a feel for what is going on.
