Try checking clearances. Look at linkage on the side to make sure that it is allowing the clutch arm to open up enough to allow the front pto clutch to spin freely. You could open it up all of the way by undoing the turnbuckle on it. If that does not engage the deck, then as Roland recommended, you will need to rebuild the PTO. If it does, then you just need to fine tune and adjust your linkage.

As a rough rule of thumb, your mule drive belt should come close to forming right angles at the front pulleys on the undercarriage. You should be able to tug on the mule drive belt and have a little flex in it, but not slop.
