I had the same problem with my 782D, when I would engage the PTO to the start position, the ammeter would get pegged on discharge and the circuit breaker would pop open. What I did and found on mine was I disconnected the connector going to the PTO clutch field coil, then checked it for continuity/short to ground. If you look in the schematics, one side of the field coil goes to +12V, the other line is connected to ground. One of the wires from the clutch coil was grounded, the other side showed normal file resistance. I ordered a new PTO and that fixed it.
