The creeping forward at shut off is known as hydro creep. You probably need an adjustment there. The NO REVERSE, but you have forward motion is likely due to your relief valve being clogged or stuck. I would try those first and see the outcome. The 127 is not a fun tractor to address these relief valve issues because it is a NF, but if you remove the fender pan, set the tractor up on jack stands and then investigate these valves, I think that would be very helpful to resolving your issue.
