There can be two devices that will cause your situation. (A) PTO switch, and (B) Brake Switch. If either were to fail, then you have what you got. On the Law of Averages, I would start with the Brake Switch. There also could be a bad wire or wire connection between the Ignition Switch "S" Terminal and the Starter Solenoid Coil.
I have never worked on a 1541, but the Parts Diagram shows the Brake Switch on a "frame cross member". Maybe you can access this Switch by removing the Tunnel Cover and looking at the Brake Pedal linkage.
