With just one pin, it allows implements to "float" due to the arm working like a hinge . Which is preferred when doing something like mowing. You want the deck to be able to rise over uneven ground.

Placing a pin in the second hole locks the hinging part of the lift arm. This allows hydraulic pressure to push down with force. This is sometimes desirable when working hard ground or packed snow in winter.

You would need a pin in both holes for down pressure.
