Hello Dirtpusher, so if the no load speed is ok, it almost sounds like the governor is not kicking in to keep the engine speed steady under load. I had an Ariens snow thrower that with everything in neutral, the top end speed was normal, yet when trying to take care of 4-5 inches of snow with it, the snow was barely coming out of the chute and falling on the machine. The engine was acting like it was on less than 1/8 throttle. I reached over and was able to pull back on the governor arm and it blew out snow like it should. I brought it back to the shed and found the gov arm was loose on the gov shaft coming out of the crankcase. I performed a governor adjustment and that took care of the problem and no longer slowed to a slow slow speed under load.
