I went thru similar no crank/start issues with my 1864. Failure to crank was intermittent. As I would test for voltage, the engine would sometimes crank.
Intermittent electrical issues are frustrating. I cleaned all switch terminals but continued to have intermittent no crank failures. I replaced multiple interlock safety switches, the key switch and cleaned the terminals again. Tractor would start fine for awhile. But then grrrrr. To use the tractor at times of the no crank, I jumped the starter solenoid. I was absolutely sure to have the brake set, PTO off and transmission speed control in neutral. I have since added a starter relay and no further no crank issues. My safety switches remain in place.
