Most of those blocks that are chipped are in the shirt area, way below where the rings stop, therefore they are usable and cause no problems.
They usually are only 1/2" or so above the bottom of the spigot.
FWIW, various blocks are relieved in the skirt area for counterweight/rod clearance from the factory.
