The pto needs to be off (no power applied) and the feeler gauge needs to be inserted between the plate and the coil. (#2 and #3)
Not between the stamped plate and retaining ring/cover where the springs attach, that is a brake and you do not adjust it as it has no clearance with power off, thus in braking mode.
it is automatically set when you adjust the air gap between #2 and #3
