Well, the dash is not the piece that the cap is hitting. Thats the air shroud/ screen,
So if the tech told you to remove dashboard thats already wrong.
Usually you can push on that shroud and get a little deflection to turn the cap. If not you need to loosed those bolts that hold the screen to move it a little.
