The LT1042 was more than likely purchased at home depot.. The big box stores do not sell the 2000 series.

Check to see that everything on the deck turns freely and grease spindles either way. Check that the belt has correct tension. If its still slow to start I would then check the air cap on PTO.

Edit: I had a 1046 with courage engine that I serviced regularly "im a mechanic last 30 years" Engine block cracked at 120 hours.
