Couple things could be causing this. Worn out trunnion not letting it find neutral when the pedal is depressed. If this is the case the tractor will have to be split to repair this issue. The cam bracket could be out of adjustment. The 105/125 service manual goes into pretty good detail on how to adjust neutral. I checked the 123 service manual and it doesn't go into that great of detail on adjusting this.
