Am I correct in assuming that adjusting the position of these rods will increase forward speed and decrease reverse speed?

On the right side there is an adjustment ferrule, but this is for the brake. I assume that I do not need to adjust this in order to gain more forward speed.

The reason I want to adjust the forward speed is because I am only getting between 2.5 and 3 mph right now. checked it against hand held GPS.
Are you sure your achieving max RPM from engine? There could be other causes for not moving as fast as it should
