The first one im assuming you mean the hydro lever. The Hydro lever was never meant to be "cruise control" but it should stay put for the most part. There is a tension nut on it to make tighter.

The throttle lever moving is also an adjustment issue. Most of these throttle levers have a tension nut right on the lever assy. They can be tough to get to sometimes but it is possible to get at.
