Any idea on the throttle lever? Looking at the base of the lever, there is a hollow circular piece of metal that the lever rotates up and down on, and I am pretty sure it cannot be adjusted by this piece of metal.
The lever is controlled by the cable, which is attached to a bracket, connected to another bracket by a spring. This spring is connected into both brackets in a particular hole. There are like 5 holes the spring can connect into on each, do you think the spring might be in the wrong connection hole?
