Any belt tension moves a shaft to one side of the bearing, be it ever so little.
If a new seal cannot compensate for slight shaft movement, addressing the issue is needed.
A belts needs to be adjusted so it does not slip while the pump is in operation,no more no less, that goes for any belt.
