Now that we have established you have Disc Brakes, then this is simple. Pressure is applied to the Pads via a "cam" that is being pulled by some linkage. That linkage is connected to the Pedal. I am thinking that something is rusted or froze up. Using some PB Blaster on the moving points will probably do wonders.
