Thanks Allen.

Found out that the tractor was only charging at 12.5 volts so I tried unsuccessfully to adjust the output of the voltage regulator. It would either charge at 12.5V or the contacts would stick and charge at 17V. I pulled an old Delco regulator out of my stash and swapped it onto the tractor. It was also charging around 12.5V so I messed with the adjustment screw on the voltage regulator coil and got it charging at 13.6-14v.
