I can't remember but I believe the spring goes between the release lever and the brake disc to cushion the brake action.
The only one I ever dealt with was a 149 about 20 years ago. Really, I didn't deal with it, I just changed it over the the older design button release and did away with the brake due to the expense of buying the brake disc.
CC replacement parts have been sky high for years.
