There could be a number of things that will cause this. I would start with the most obvious and look at the Seat Switch. In normal operation, someone has to be in the seat for the PTO to engage. There are two Seat Switches. One for the start circuit (YEL & ORG wires) and one for the PTO circuit ( VIO & BLK wires). IF....you have DVM (or VOM) check and see if you have continuity through the switch when the plunger is depressed. Report back.
