If you mean by "wobble" that the steering wheel is moving around in all directions, adjusting the "plug" may remove some up and down movement but it won't do anything for 360 degree movement. That is usually the result of worn bushings/bearings at the top of part #14 OR part number 14 is loose at the bottom in the aluminum casting, as finsruskw pointed out.

To work on the unit there is no escaping that you have to get the steering wheel off.
There are plenty threads here on how to do that. Once that is done, disconnect your linkage, remove the two bolts holding the box to the frame, and slide the hole unit out through the bottom of the tractor. You will have to have the tractor raised up very high to do that so be careful.
