Does this mean the speed control lever is moving and you are returning it to prior position?

When you turn the steering wheel, you take some of the hydro volume away from the pump. This can cause a momentary lag but wouldn't require you to move the speed control lever.

If the fluid level is okay, look to see if you can tell if the hydro filter has been changed in the last many years.
