The starter is turning over the engine. It sounded good but did not start. Further investigation revealed the fuel tank shut-off valve was not allowing gas to flow. I ASSUME (I hate that word) you are not wanting to damage the fuel tank, not the engine?? when working on the fuel petcock.
The bung in the bottom of the tank pulls out with the petcock/shutoff if one prefers.
They are always cracked/old, and when disturbed, leak.
New are available.
You have some choices:
Blow back into the tank where the outlet hose attaches with an air hose,
that usually dislodges the blockage, then washout the "stuff in the tank with hot soapy water.
That will get you running till you can obtain a new grommet/bung and petcock, if it is not salvageable.
New, most have a screen in the inside inlet of the petcock but over the years things happen to damage them or they magically disappear.
Now if the petcock is frozen in the off position, you can try to hold the body with vice grip or a small adjustable end wrench and try to turn the thumb wheel.
if no joy, try penetratingly oil and holding the body as before, loosen the packing nut slowly working it as they sometimes corrode.
Of course by now you prolly allowed the grommet to be destroyed and have removed the whole assy out of the tank,awaiting a new one

if your lucky, the air hose in step 1 did the trick
