Default CH18S - Coils - part number and testing issues

I'm trying to get my CH18 to fire so I can put it back into my 1864.
I get spark from one coil only, so I am testing it. However, there are two issues:

1 - The Command shop manual lists several different coils by number. None of these match up to the application guide numbers, nor the numbers they have superceded. I'm missing something here. I do know they are 2-1/16", so that narrows it down to two choices with different test values. (see image)
Which do I use.

2 - Test points - the photo below shows the test points, but it's not real clear which of the spade terminals are referenced. The photo shows just two, but there are three - the kill wire terminal and two on the other side, both of which are welded to the laminated core.
- is "1-4" from the welded tab to the laminated core? Seems like that should always be zero, or nearly zero. I'm getting 300 ohms on the good coil, 100 ohms on the bad one.
- Is "2-4" the kill wire terminal to the core? I'm getting 1840 - 1860 ohms on both.
- 3-4 is plug terminal to core, which reads 8370 ohms on both. That is in the good range for either coil number

Based on the above, I'd have to say both coils check good. Am I missing something here?

I did recheck and set the gap to the flywheel.

Is there anything else that would make one coil fire and the other not fire?

If I need a coil or two, what number should I order?
